Salvage Fund Of Nubian Monuments

The Fund was established to perform engineering and technical operations to rescue the temples of Abusembel and the rock temples, to follow up the different works done at these sites, to provide all necessary funds for the Nubia monuments rescue procedures and to setting standards, conditions and technical specifications for bids and practices for rescue operations.
The Fund's duties:
1- To implement the decisions of the UNESCO concerning the rescue operations conforming to the UNESCO's cultural values.
2- To Review the articles of the agreement held with the UNESCO to rescue the Nubia monuments or any other similar legal agreements and to suggest adding any new articles necessary to rescue and safeguard monuments in this area.
3- To set programs of dismantling the temples and whole archaeological areas and display them on specialized international committees.
4- To provide the work sites with human resources and provide necessary needs to perform the rescue operations and to follow up the maintenance operations of the rescued sites.
5- To raise public-awareness about the rescue operations at Nubia area and to market the sites and archaeological contents in this important area.
6- To search for new fundraisings to maintain monuments at Nubia area as well as exchanging technical experts with international organizations in this domain.

Museums and Antiquities Financing Fund Sector

Museums and Antiquities Financing Fund Sector The Fund with established under the Presidential Decree no.95 of 1987. It is concerned with providing the necessary funds for wages, current expenditure, restoration and conservation of antiquities and excavation works, museums developments and repayment of expropriation damages.
The Sector is responsible for receiving grants and loans that the board of directors agrees on and to follow up if they were used in the assigned fields in addition to monitoring revenue collection and to put the financial plan of the Ministry and follow up its implementation.
The Sector also performs the following:
1- Prepare the project of the Ministry's annual budget, follow it up and participate in discussing it with the competent authorities until it is accredited and issued from the Ministry of Finance.
2- Following up the implementation of the budget items through distributing the approved fund on the different Sectors and Departments. It is responsible for Bookkeeping and account records, conduct restrictions and reconciliations and prepare the necessary digital statements according to the rules and regulations.
3- Schedule and allocate the necessary financial resources to finance all projects in the Ministry as well as financing the necessary requirements for each Sector.
4- Make all bank transfers whether for monthly wages or foreign transfers when required.
5- Controlling the expenditures through checking the integrity of spending items with the availability of financial accreditation, auditing and to ensure the validity of the procedures financially, legally and authoritatively.
6- Making an inventory and analysis of the actual expenditures and making comparisons between the final year and the previous years and clarify the differences.
7- Estimate and provide the Ministry and all its agencies with their needs and cordite their usage, maintain the means owned by the Ministry and organizing their supply according to the set rates.
8- Develop the human resources at the Ministry of Antiquities and to estimate its needs and to employ them in light of the Ministry's strategic plan.

General Secretariat Sector

Located in Abbaseyya and headed by the General Secretary of the SCA. It is the administrative body responsible for implementing the recommendations and decisions of the board of directors and for presenting regular reports about them to the SCA. It is responsible as well of the financial and administrative affairs together with the Information Center in order to help the Council and its various sectors and to inform stakeholders with the Council's decisions and to follow up their implementation.
The General Secretary is responsible to organize this sector and to determine its terms of references according to the policies set by the board of directors. There are some departments affiliated to the General Secretariat such as:

The General Department of Information and Statistics which includes the Departments of Publication/ Computer/ Decision Support.
2- The General Department of Financial and Management Affairs which includes:
The General Department of Financial Affairs which includes the Departments of Budgeting (budget) and costs/ Accounts/ Warehouses/ Purchases.
The General Department of Management Affairs which includes
the Departments of Headquarter Affairs Management/ Secretariat/ Archives.
The General Department of Personnel which includes the Departments of Employment Budgeting/ Benefits/ Insurance and Pensions/ Service Affairs/ Service Documents/ Employees Care.
The General Department of Maintenance and transportation which includes the Departments of Vehicles/ Maintenance/ Transportation.
The General Department of Gardens, Environment and Landscaping which includes the Department of Gardens maintenance and gardening projects.
3- The Central Department of Sectors Affairs and Board of Directors:
It is an advisory body for the General Secretary and Sectors Heads. It includes the General Department of Sectors Affairs and the Board of Directors Affairs besides the Central Departments affiliated to the General Secretary such as:

Projects Sector

Projects Sector Its responsible for implementing the restoration and preservation of the ancient Egyptian, Islamic and Coptic antiquities in addition to establishing and developing the museums. It is also responsible for doing laboratory tests and reviewing the architectural restoration projects presented from consulting offices.

It is responsible for establishing and developing the archaeological museums, developing the museum display systems and choosing the objects suitable for display from the warehouses. This Sector is affiliated by all the Islamic and Coptic sites with all the monuments they include and the archaeological warehouses.
